On 16 February, at the Office of the Commissioner for Fundamental Rights, the Ombudsman and the Minority Ombudsman presented the Justitia Regnorum Fundamentum Award to the 2023 nationality laureate at a ceremony. Doncsev Toso, writer, translator, sociologist, member of the Hungarian Writers' Union and the Bulgarian Writers' Union, first chairman of the Minority Round Table, which drafted the first Nationalities Act thirty years ago, was nominated for the award by the Minority Ombudsman.
He received the award in recognition of his outstanding literary, cultural and political work, as well as his five decades of service to the nationalities and the Bulgarian community. He continues to work with tireless energy and dedication, organising exhibitions and cultural events in addition to his creative work, and, although no longer in a leading role, remains Honorary President of the Bulgarian Cultural Forum.
The Ombudsman and the Minority Ombudsman, in addition to their personal appreciation, have awarded this prize in recognition of Doncsev Toso's decades of work on behalf of nationalities in his home country and the Bulgarian community, and his outstanding professional activity in the field of the enforcement of nationality cultural rights. The award is also a tribute to all those who work tirelessly today to present the life of the nationality communities in Hungary and to create mutual understanding and acceptance.
The Justitia Regnorum Fundamentum Award, established in 2007 by the Ombudsmen, is awarded by the Commissioner for Fundamental Rights in recognition of outstanding achievements, professional activity or career in the field of human and civil rights protection, to those who have achieved or significantly contributed to the achievement of exceptionally high standards and exemplary results in the field of fundamental rights, in particular children's rights, the rights of vulnerable groups, nationality rights and environmental protection. The prize was first awarded on 20 June 2007, the anniversary of the creation of the Ombudsman institution.
